While the Bible doesn’t explicitly use the exact phrase “you have to want to be filled with the Holy Spirit,” it does emphasize the importance of desire and actively seeking to be filled with the Spirit. Scriptures like Ephesians 5:18, which commands believers to “be filled with the Spirit,” implies a conscious choice and ongoing process of yielding to the Holy Spirit. Other verses highlight the role of asking and seeking God’s Spirit.
Here’s why this idea is supported by scripture:

“18 Do not get drunk on wine, which leads to debauchery. Instead, be filled with the Spirit,” (Ephesians 5:18)
This verse is a command to be filled with the Spirit, suggesting an active role for the believer in allowing the Spirit to fill them.

“32 We are witnesses of these things, and so is the Holy Spirit, whom God has given to those who obey him.” (Acts 5:32)
This verse states that God gives the Holy Spirit to those who obey Him, implying that obedience and a desire to follow God’s will are connected to receiving the Spirit.

“13 If you then, though you are evil, know how to give good gifts to your children, how much more will your Father in heaven give the Holy Spirit to those who ask him!” (Luke 11:13)
Jesus promises that the Father will give the Holy Spirit to those who ask, highlighting the importance of prayer and petition in seeking the Spirit, according to Eternal Perspective Ministries.

“8 But you will receive power when the Holy Spirit comes on you; and you will be my witnesses in Jerusalem, and in all Judea and Samaria, and to the ends of the earth.” (Acts 1:8)
This verse connects receiving the Holy Spirit with being empowered to be a witness, suggesting that a desire to serve and be effective for God is part of the experience of being filled with the Spirit.

“16 So I say, walk by the Spirit, and you will not gratify the desires of the flesh.” (Galatians 5:16)
This verse encourages believers to “walk by the Spirit” and not fulfill the desires of the flesh, indicating a conscious choice to align one’s life with the Spirit’s leading, according to Kingdom Way.
Therefore, while the Holy Spirit is a gift freely given by God, there is a clear scriptural basis for the idea that believers should actively desire and seek to be filled with the Spirit, and that this involves a conscious choice to yield to His influence and guidance.
